Capital Project and Capital Reserve Vote
Fairport Forward is a multi-phased, long-term capital project plan that addresses facilities planning and the future of Fairport’s educational programming with a fiscally responsible approach.
Fairport Forward came from a combination of research initiatives conducted over the past several years, including a community-wide survey by the District Advisory Council, a Space Utilization Study conducted by the District’s architect and the state-mandated Five-Year Building Condition Survey. We took the results of these initiatives, along with more than 3,000 community responses, and used them to guide the development of Fairport Forward.
Fairport Forward focuses on:
• Educational Programming: Creating modern learning spaces with a focus on science and technology.
• Fiscal Sustainability: Managing infrastructure, protecting investments and creating a consistent facilities plan for District facilities.
• Facilities Planning: Providing safety and security enhancements and site improvements, such as multi-layer single-point entrances, Fairport High School’s multi-purpose fields and Jefferson Avenue’s reconfigured bus loop and student drop-off/pick-up.
Fairport Forward will modernize learning spaces in renovated areas, and provide access to upgraded physical education and athletic facilities and site improvements. For example, science and technology classroom upgrades at Johanna Perrin, Martha Brown and Fairport High School will optimize learning opportunities in these disciplines for students.
Phase 1 is up for public vote on December 10, 2019. If it passes, construction is expected to begin in spring/summer 2021. The project is anticipated to be completed in fall 2023.
The proposed Phase 1 Capital Improvement Project is estimated to cost $56.7 million. If the capital improvement project is approved, the District will fund the project with $7 million from its Capital Building Reserve Fund and $49.75 million of issued principal in long-term debt. Long-term debt principal and interest payments are projected to begin in the 2022-23 fiscal year. After factoring in capital reserve monies, state building aid (77.9%), and local share of current debt retiring, the estimated tax impact of the project for a property assessed at $200,000 is $45 per year. Such impact is for a period of fifteen (15) years during which the debt is paid and state building aid is received.
The estimated $45 per year for a $200,000 home is paid over a 15 year period and is specifically related to this proposed capital project to be voted upon Dec. 10. The District will continue to evaluate facilities and related improvement needs as it relates to programming and infrastructure. As part of long range facilities planning, it is anticipated that there will be future capital work that the District would put to a vote for voters, however, that particular scope has not been fully identified and may depend on the results of the December 2019 vote.

Students cut the ribbon on new technology wing at Johanna Perrin

A new chapter of of technology education begins at Johanna Perrin Middle School as students take their first classes in the school’s new Science, Technology, Engineering and Math (STEM) wing! The new spaces are the culmination of years of design, collaboration and construction as part of the voter-approved Fairport Forward 2019 Capital Improvement Project.
The STEM wing features three flexible classrooms with “garage door” separations that allow freedom of movement between classes and a central collaboration space. Mobile workstations, adjustable seating and in-room storage give students and staff an opportunity to use the classrooms as adaptable “maker spaces.”
The classrooms are designed with ample room for traditional machining and woodworking equipment, and feature a state-of-the-art dust collection system.

Construction is still going on in the District as part of the 2019 Fairport Forward voter-approved Capital Project. This summer, crews worked on updates to the main offices and nurses’ stations at Northside and Dudley, new tech rooms and a main office at Johanna Perrin and refinishing Fairport High School’s gymnasium, along with all the annual maintenance and upkeep that happens every summer in Fairport.

Summer construction continued at many FCSD facilities as part of Phase I of the Fairport Forward Capital Improvement Project. During July, crews worked on new secured Main Offices at Minerva DeLand, Martha Brown, Jefferson Avenue, and Brooks Hill.
The athletic fields at Fairport High School were updated with new paint.
Sitework at Jefferson Avenue also includes a new traffic pattern at the bus loop and drop-off zone - that construction is underway.

Work progresses on the 2019 voter-approved Fairport Forward Capital Improvement Project, which began in June 2021 at Fairport High School. This work is aligned to the District’s strategic initiatives that were adopted by the Board of Education in April 2018.
Crews spent the summer working on Phase 1A of the Capital Improvement Project, which involved demolishing all the walls in the kitchen and cafeteria spaces, and demolishing a portion of the second floor classrooms, in which science rooms will be reconstructed.
The 2021-22 school year work will include an upgrade to the kitchen and cafeteria spaces, while a temporary serving line is set up in the gymnasium. The FHS community will see continuing demolition of north and south courtyards this year. The north courtyard will become a mechanical penthouse and the south courtyard will become a classroom.
Crews this summer also removed the existing turf and infill from the stadium, and re-graded the stone subbase. New turf was installed and is accessible now. Meanwhile, crews will start work on the multipurpose field this year, with completion scheduled for August 2022.

Work on the 2019 voter-approved Fairport Forward Capital Improvement Project is well underway at Fairport High School (FHS). During the week of June 28, crews with Campus Construction and Labella Associates began removing kitchen equipment and moving it to the gymnasium for temporary storage. As the construction part of Phase 1A of the project began and ceiling panels were removed, crews covered lockers in the hallways adjacent to the cafeteria. Meanwhile, crews monitored a family of ducks that had made its home in the cafeteria courtyard. After the last egg hatched on June 30, Perinton Animal Control safely relocated the family!
Construction crews say the abatement process and demolition are expected to begin on the second story science classrooms later this month.

The Phase 1A project received State Education Department (SED) approval on February 15, 2021. During the SED review process, the project team has been reviewing the documents for constructability purposes and preparing the documents for bidding. The project team (Campus CMG, Labella Associates, & FCSD) has established a bid opening date of March 30, 2021. The project team is anticipating very favorable participation for all contracts. The project team has been working closely with Fairport administration, Operations and Maintenance Director, and High School Principal on the construction Phasing Plans & Site Safety Logistics Plans for the upcoming work this summer. The below graphic summarizes the overall timeline for the Phase 1A project.
Along with the work of Phase 1A, the project team has been coordinating the work and cost estimating for Phase 1B. The project team is currently targeting March 15, 2021 for SED submission with an anticipated SED approval date sometime in July of 2021. This portion of the project is expected to bid in the Fall of 2021 (depending on SED approval), with construction beginning in the winter of 2021. Work for phase 1B will occur in the following buildings: Johanna Perrin, Minerva DeLand, Martha Brown, Brooks Hill, Jefferson Ave, Northside, and Dudley. The below graphic summarizes the major scopes of work at each building.

Applications may be requested by telephone at (585) 421-2010, in writing, or in person at the above address. Requests by email may be sent to alabarbera@fairport.org.

A Board of Education meeting on Tuesday, Nov. 19 will begin at 6:30 p.m. at Fairport High School, room 512, and will include a presentation of the proposed capital improvement project ahead of the vote on Dec. 10.
Community Forums on Wednesday, Nov. 13 and Nov. 20 are two opportunities to meet with District administration to learn more about the proposed project. Nov. 13 begins at 7 p.m. at Martha Brown Middle School Library. Nov. 20 begins at 6:30 p.m. at the Brooks Hill Cafeteria.
The vote is on Dec. 10 from 6 a.m. to 9 p.m. at Johanna Perrin Middle School gymnasium.
